Focus - Hidden Elements
Issue Description
The page appears to have elements that are in the active tab order, even though the elements are visually hidden until activated.
Recommendation
Ensure that any elements hidden visually do not receive focus when using a keyboard to tab through the interface. Use tab-index= "-1" to remove the element from tab order.
